Andrade Fights to Protect Patients with Chronic Illnesses

CHICAGO – To help improve access to life-saving medicines, state Rep. Jaime Andrade, D-Chicago, is renewing efforts for his proposal to help the many Illinoisans who suffer with chronic illnesses pay less for the prescription drugs they need to manage their symptoms.

“The skyrocketing out-of-pocket costs for health insurance customers have gotten out of control,” Andrade said. “Several states, including California, passed limits last year on out-of-pocket insurance costs, and I think we must take action in Illinois to help people afford treatment that improves the quality of life for those living with devastating diseases.”

Andrade’s legislation, House Bill 3605, puts a monthly cap on out-of-pocket costs for fully insured patients who are fighting chronic diseases. The maximum monthly payment per prescription would be either $100 or $200 depending on insurance plans.

Andrade’s bill is being supported by a broad coalition of leading Illinois patient advocacy organizations, called the Illinois Access to Affordable Medication (IAAM) Coalition. Member groups of the IAAM include the AIDS Foundation of Chicago, the Leukemia Lymphoma Society of Illinois, the Arthritis Foundation, Epilepsy Foundation of Greater Chicago, the Respiratory Health Association, and many others. Andrade is working with the coalition to call attention to this important issue and gain momentum at the start of a new spring legislative session.

“People with private insurance who have serious chronic conditions such as HIV/AIDS, cancer, multiple sclerosis, hepatitis and epilepsy can end up paying thousands of dollars for prescription drugs over the course of a single year,” said Andrade. “I hope that, in partnership with the IAAM Coalition, I will be successful in passing life-saving legislation that will impact thousands of Illinoisans.”
